As might be expected in the case of dis-
-tricts which have developed so rapidly as Hongkong and Kowloon
and where such extensive reclamation schemes have been carried
out, often in a piecemeal fashion, there are many defects in
laying out to be remedied. The fact that it has been found
necessary to send out from England Commissioners such as Mr.
Osbert Chadwick, C.M.G., and Professor Simpson at various times
to investigate the sanitary condition of the Colony emphasizes
this fact and there are many matters to be improved which do
not come within the purview of such Commissions.
I have endeavoured, with the assistance at
my disposal, to cope with the vast amount of work which devolves
upon the Department, but, in spite of all efforts, I find that
it now exceeds my capacity and I have therefore asked for
another Assistant Director.
